How the Conversion Works
To convert minutes to decimal hours, divide the minutes by 60 and add the whole hours. For example, 30 minutes is 30 ÷ 60 = 0.50, so 8 hours 30 minutes = 8.50. To go the other way, multiply the decimal portion by 60: 8.75 hours = 0 hours 45 minutes (0.75 × 60 = 45).

Convert minutes to decimal: the one-line answer
Divide the minutes by 60. That is the whole rule. Fifteen minutes is 15 ÷ 60 = 0.25, so 8 hours 15 minutes is 8.25 and not 8.15. The mistake almost everyone makes is moving the decimal point instead of dividing, and it costs money every single time: on a shift ending at quarter past, writing 8.15 rather than 8.25 underpays six minutes.

Going the other way: decimal hours to hours and minutes
Multiply the decimal part by 60. An entry of 8.75 hours is 0.75 × 60 = 45 minutes, so 8 hours 45 minutes. An awkward figure like 7.33 is 0.33 × 60 = 19.8 minutes, which is where rounding enters: 7.33 is a rounded representation of 7 hours 20 minutes, and converting back will not always land exactly where you started. If you need the original punches, keep them; a decimal total is a summary, not a record.
Why payroll wants decimals at all
Because pay is hours multiplied by a rate, and you cannot multiply 8:15 by $20 without converting it first. Payroll systems store hours as a decimal number so the arithmetic works, which is why every export format asks for 8.25 rather than 8:15. It is not a preference; it is what makes the multiplication valid.
The same conversion sits behind overtime. Hours past 40 in a workweek are paid at one and a half times the regular rate, and that calculation runs on decimal hours too. Rounding, and when it is allowed
Rounding punch times to the nearest increment is permitted under federal law provided it is neutral over time and does not systematically favour the employer. Rounding every punch down is not neutral, and neither is rounding start times up while rounding end times down. The safe version rounds in both directions to the nearest quarter hour, which averages out. The rules on time clock rounding cover what is and is not defensible.
None of this arithmetic is difficult, and all of it is easy to get wrong at two in the morning on the day payroll is due. A time clock converts as it records, so the decimal total is produced from the punches rather than reconstructed from them.
