The federal overtime rule sets the anchor. Under 29 U.S.C. 207(a)(1), a covered employer cannot work a non-exempt employee more than 40 hours in a workweek without paying at least one and one half times the regular rate. Forty became the default full-time week. Multiply by the 52 weeks in a year and you land on 2,080.
It is a convention, not a measurement. Nobody counted 2,080 hours on a calendar. The number exists because it divides cleanly, because every payroll system already assumes it, and because a stable divisor makes salary math comparable from one year to the next.
The federal government does not use 2,080 for hourly conversions. It uses 2,087. That divisor is written into 5 U.S.C. 5504(b), which instructs agencies to "divide the annual rate by 2,087" when deriving an hourly rate. The extra seven hours exist because the calendar drifts. A year is 365.25 days on average once leap years are folded in, so the long run average number of workdays per year sits slightly above 260. Averaging the weekday count across a full 28 year leap cycle produces 2,087.
Both numbers are defensible. What is not defensible is switching between them mid year. Pick one divisor, write it in your handbook, and use it for every salary conversion, PTO accrual rate, and cost per hour figure you publish.

Strip out the convention and count Monday through Friday at eight hours a day. Here is what the last few years and the next few years actually contain.

Look at 2028. It is a leap year with an extra day, and it still has the fewest weekdays of the five. February 29, 2028 falls on a Tuesday, but the year starts on a Saturday and ends on a Sunday, which strands two weekend days that a different starting weekday would have spent on weekdays. Leap years do not automatically add work hours. What matters is which day of the week January 1 lands on.
Sixteen hours does not sound like much. Run it across a payroll and it is. Twenty five hourly employees at $22 an hour, two extra workdays, and you have added about $8,800 in gross wages plus employer payroll taxes to a budget that did not change headcount at all.
What the 2,080 figure quietly leaves out
Two thousand and eighty is paid hours, not worked hours. For a salaried employee those are the same line in your budget. For an hourly employee they are not, and the gap is where most annual labor forecasts go wrong.
Start subtracting:
- Holidays. Federal law names 11 legal public holidays in 5 U.S.C. 6103, from New Year's Day through Christmas Day. That statute binds federal agencies, not private employers. No federal law requires a private business to close or to pay for a holiday. Most small employers land on six to eight paid holidays, which is 48 to 64 hours.
- Vacation and PTO. Ten days is a common starting grant, which is 80 hours.
- Sick time. Paid sick leave was available to 80 percent of private industry workers in 2025 according to the Bureau of Labor Statistics. Where a state or city mandate applies, the accrual is usually 40 hours or more a year.
- Unpaid meal breaks. A 30 minute unpaid lunch every workday removes about 130 hours from the paid total.

Because a biweekly payroll runs on 14 day cycles and a year is not divisible by 14. Fourteen times 26 is 364. Every ordinary year leaves one spare day, and a leap year leaves two. Those spare days pile up until a 27th payday falls inside the calendar year.

Hourly staff are unaffected. They are paid for hours worked, so a 27th pay date just moves money between periods. Salaried staff are the problem. If you divide an annual salary by 26 and then pay 27 times, you have handed out an extra 3.85 percent without deciding to. If you divide by 27 instead, every check that year shrinks and your team notices.
There is no clean answer. Most small employers accept the extra check as a one time cost and note it in the budget the year before. That is only possible if you look at the calendar in advance, which almost nobody does.
How many working hours per year on a non-standard schedule
The 2,080 convention assumes five eight hour days. Plenty of small businesses do not run that way. A restaurant runs four tens plus a short Sunday. A dental office closes Fridays. A shop runs four on, four off. The annual figure moves with the weekly figure, and the conversion is straightforward once you stop treating 2,080 as a law of nature.

Compressed schedules are worth a second look. Four tens and five eights both total 2,080 annual hours, so payroll cost is identical, but the overtime exposure is not. On a four ten schedule a single hour of coverage on a fifth day is an overtime hour, because the employee already hit 40. On a five eight schedule that same hour is straight time until the week crosses 40. Same annual total, different marginal cost, and the difference only shows up when somebody stays late.
A note on daily overtime. A handful of states, California and Alaska among them, require overtime after eight hours in a single day regardless of the weekly total. Annual hours only become useful when they are attached to a real cost per hour and a real headcount. The sequence that works:
- Pull the actual weekday count for the year you are budgeting. Not 2,080 by reflex. For 2026 that is 261 weekdays, 2,088 hours.
- Subtract your own holiday and PTO grants. Use what your handbook actually promises, not an industry average.
- Add a realistic overtime assumption. Most hourly operations run 2 to 5 percent overtime hours even when nobody plans for it. Zero is not a realistic assumption.
- Load the rate. Base wage plus 7.65 percent employer FICA, plus unemployment insurance, plus workers compensation premium, plus any benefit contribution. Fully loaded cost usually runs 1.2 to 1.4 times base wage.

- Reconcile against last year's actual punch data. This is the step that catches the difference between the schedule you wrote and the hours your team really worked.
